Cardio or Weights

Hi Everyone!! I wanted to make big changes this summer by eating clean, and exercising more. I kind of have a general idea of what type of food I need to cut out of my diet, but I am a little loss of what type of exercises I should do more of to lose body fat. I am 5'3 and 170lbs, and almost all my fat is in the lower part of my stomach. My ultimate goal is to have a overall toned body, but right now I am not sure what to focus on doing more cardio or more weights. Any suggestions? What as worked for you guys?
