I have been on my fitness pal for a while now, and since I have lost so much weight my calories keep going down. It is okay during the week because I do my workouts and what not, but on the weekends I don't do it and it is saying only 1200 calories, is this normal? I am 5'4 and at 164lbs now. Thank you.

change the amount you wish to lose each week... you should only be aiming for 0.5-1lb per week given your closeness to goal.0 -
First of all, congrats on your weight loss - amazing!
Have you changed your goals along the way? When you started, a weight loss goal of 2 pounds per week would've been reasonable but at this point, 1/2 a pound per week would be more ideal. And the smaller deficit would give you more calories per day. Also, make sure your activity level is set correctly. Many people say they're sedentary and that does include some minor daily activities like a little cooking and cleaning but with kids, you may be running around much more than that so lightly active may be more suitable (and would give you more daily calories).
And to answer your question, yes, that's normal. The less you weigh, the lower your calorie needs will be. But your gender, age, height, weight, activity and weight loss goal are also a factor so everything needs to be set correctly in order for MFP to give you the appropriate deficit/daily calorie goal.
