Trimming the lower half

I don't think I'm pear shaped (more hour-glassed shape), but I definitely am prone to gain weight in my butt and thighs. My legs are definitely the biggest part of my body and I'm really self conscious about them. How do I slim down my legs and my lower half? I feel like I'm a little bit unproportional and want to change this! I do a lot of cardio- run like 3 days a week, could definitely incorporate more running into my routine, and do all kinds of other cardio, like kickboxing and spinning. Some strength training, but am bad at doing it on a regular basis. What is good to lean out muscles- interval training, endurance training, sprints? Also in terms of diet, should I eat more carbs and less protein or the other way around?
