BMR vs Calories

Okay so I'm trying to work out what I need to eat/drink and what calories I need to burn in order to lose weight most effectively. But I'm a little lost, I know that you should base the calories you're eating on your BMR but I don't quite understand how it works so if I put my stats up could somebody help clarify?
Height: 5ft 3
Weight: 134lbs
Body Fat %: 29%
Age: 20
BMR: 1,347
Current Calorie Goal: 1,400
Current Calorie Burning Goal: 3000 a week
I know weight loss is a science.. and there is a method to it.. just wondering am I getting it right?
Only recently set these goals so I haven't seen if they work for me yet but I want to know if I have the theory right.
