So lets clear things up: first, the only thing that will bulk up a woman is fat. Muscle is much more lean than fat. Heavy weight training will reduce the amount of fat you have. So if you want a leaner tighter body, then you need strength training. Want proof, below is a woman who eats 3000-4000 calories a day and gained 20 lbs of muscle. She is in a bulking phase (calorie surplus). Toning is a fancy word for cutting fat. You cant change the shape of your muscle so you cant tone a muscle. High weigh low rep is much more effective than low weight high rep at cutting fat.
Next diet, if you dont eat enough, aka fuel your body, your body will maintain your body fat and catabolize your lean body mass. So ifbyou want to be bulky and fluffy, do lots of cardio and eat very little.
