I have a physical handicap and I am trying to lose around 50 pounds. I am seeing that my muscles are getting stronger and even bigger but I am not loosing a single ounce. I am not doing any strength training, just cardio. What am I doing wrong? What can I try different?

If you are doing cardio, and seeing an increase in muscle mass, something seems amiss. I would start with a check-up/physical and make sure everything looks good.
Ultimately all weight loss is a reflection of calories consumed versus calories expended. If you are gaining lean mass, you are running a caloric surplus. Solution - Accurately/better track your current intake or possibly consider increasing your daily/weekly caloric deficit.
Not sure what your physical handicap is, but if possible, ditch the cardio and do some sort of strength training or circuit training. This will potentially enact hormonal changes and extend an increase in metabolic rate.
There are a million ways to lose weight - every program out there works if followed (assuming no medical conditions such as thyroid/****arounditis/etc. Find something you like doing and stick with it. You will see the results you are looking for.0
