Obviously, some of you know I watched TDOTD again recently. VERY recently. And since then I've had a little niggling thought...
In TDOTD, there's the much-quoted line, "No - All 13!"
In TOTD, we hear Clara begging them to save the Doctor. And they do.
BUT. Did they do it because they already knew they would? They KNEW he had another body. It's reasonable to assume that they made the assumption that they had to give him another regeneration because they knew it was going to happen.

That would explain why they go into regenerations as a "Yay! Moving on!" Correct me if I'm wrong, but I think only 10 (David Tennant) was the one to be unhappy with his lot (and made the world cry when he said he didn't want to go).0
