Calves are genetic. If you've got them already (unless you have a lot of fat around them to lose), they won't shrink too much. Same with someone who has skinny calves and wants muscle. It's hard to put muscle on them even if they ate right and worked them out correctly.
Also if one has been heavy a long time, carry the extra weight built up muscle over time, and getting rid of muscle in your legs is tough since the real only way to have that happen is to NOT use them at all over a long period of time (atrophy).

Not really. You just have to eat at a calorie deficit. If you want to tone up the muscle underneath, you apply exercises (like calf raises) to stimulate the muscle.

they don't go away. your calves are your calves. they really don't get much bigger or smaller. and i'm not sure what "manly" calves even are. a quick look at the lower legs of men in my local gym doesn't make it seem like "manly calves" is a real thing. learn to appreciate your body for what it is

I don't think there's anything you can really do about their overall proportions. I have big calves and even after losing a lot of weight, I can't find boots that fit and have serious trouble with skinny jeans or slim fit pants. Finding pants that fit in the legs is my toughest challenge when it comes to shopping.

For me manly calves means that they're just big and out there, I don't see them feminine...that's what i mean by that.

If you want to lose the fat from your calves, you'll have to lose weight everywhere else too. Walking and diet will help you to tone muscle and lose excess fat. That being said once you get down to muscle there's not much you can do to further slim them.
