If I’m trying to lose belly fat but gain muscle on my legs/bum what should I do?

I’m trying to lose my belly fat but gain muscle on my legs and butt. Should I take protein ? Should I just eat less and work out more ? What should I do ? Right now I’m trying to eat around 1750 calories a day . Any tips ? Should I eat more ?
