Stuck

Since I started lifting I’ve not really
Been sure if I should bulk or cut I have posted many threads before and I got good suggestions I listen to those suggestions but I’m never fully sure if I should bulk or cut
The goal for me is to have a good muscle mass, to be strong and to also have visible abs and look good with my shirt off,
I’m 5,9 and 145 lbs at last weight I’m 16 percent bf the last time I checked
Now I’m not sure if it is me being impatient but sometimes I find it difficult to stick to one thing recently I’ve been trying get her really lean like 10% bf but I’m just not sure if I’m doing the right thing to do that in the first place, I need someone to just tell me exactly what to do in my situation
Ps. I have decent muscle mass however I would like to get more mass and get heavier eventually
