You need to eat more. Your BMR is the MINIMUM amount of calories your body needs to function. You're TDEE is, I believe, the amount it needs to maintain body weight. Choose a number in between these two and you should start dropping the weight while still keeping your body healthy.

Basically what these^ guys said. Caloric surplus + protein. Load up on chicken and turkey as they're the leanest sources of protein, occasional red meat, milk, Greek yoghurt, low sodium cottage cheese (it creeps up on you), etc. You could always just google how to "clean bulk"
