Going from 13 to 8% might be a little tight in 8 weeks. Depends on your body. Definitely doable. I have been told (take this with a grain of salt - I'm a newbie) that you should allow 10-12 weeks just in case there is a hiccup. Hope you so well in your competition.

I typically train in a fasted state but then consume carbs and protein afterwards. If your body can handle training fasted go for it. Make sure you eat adequately and include strength training and cardio IMHO. I personally would not go lower than 20% lower than your basal metabolic rate. Everybody's body is different so I don't know if 1200 calories puts you just under maintence. Just advice.

It is possible to lose weight and gain muscle. I do progressive overload (been increasing volume and weight in micro increments ). My body fat % decreased but my weight stayed the same even though I was a caloric deficit. I simply went hard in the gym to stimulate my muscles (hypertrophy).

They (general fitness community ) says in general do cardio last because all the glycogen/stored energy in your muscles will be tapped out/depleted thus impairing the workout. You might not be able to give it your all of you are depleted. I stretch before weight lifting and running with no ill effect.

I try to cut by reducing my calories by 20% from my basal metabolic rate. If you are at a deficit you might experience strength loss. Remember losing weight isn't the same as getting lean. Some weight training will accelerate your progress to losing weight. Muscle increases your metabolism allowing you to burn more calories.
