In a nutshell: No. There are a lot of factors to consider, like your overall habits, the fact that no day is the same, the so called "starvation mode" etc., which turn this number useless.

Yes, it is about mind over matter, and it takes certainly some amount of concentration. It is quite difficult at first, and I had the same problems some time ago. You are not getting enough oxygen, as everybody has already pointed out. Try fewer, deeper breaths instead of short gasps when you move the weight or barbell against gravity. Also, don't hold your breath while doing the reps.
