my 2 cents He looks much healthier in pic 1 To OP Looking at your pic I highly doubt you have "muscular" thighs. Also eating at a deficit will not create a bulk further more 1300-1400 is a deficit and will not create weight gain.

I followed the strength and core workout on the power plate at my gym. I did it for about 2 months when I was new to exercise, it did help gain some strength and introduced me to resistance training but I also did 40 minutes of cardio on those days.
