That will require a combo of increasing muscle mass and losing body fat (and unless you're a body builder with very low fat % already, spot training isn't going to help you). This is why I always thought folks were snarky - because toning meant lifting Mickey Mouse weights to "firm up" or "tone" - there is no such thing - just build muscles and reduce fat - using actual weights. You'll be "toning" and won't get big.

This. Skinny bashing and Fat bashing are all body shaming. The really bad thing is that women face this pressure more often then men (although not exclusively, I know the guys get it too), and we often do it to each other! Body shaming is bad. 23 lbs in 18 weeks is AMAZING progress. You can't lose it a whole lot faster than you can put it on. Be patient with your weight loss. I would KILL to lose 1 lb per week.
