Because no government is governed by nutritional or medic experts. They get all their information through political filters and lobbiests. There is and always will be bias involved.

Not significantly, minutely, like having exposed skin in the sun for a few minutes a day can minutely increase your cancer risk. Now eat nothing but everyday and the it will be significantly increased just like your risk increases significantly if you get a sunburn every summer. Proportion is important.
