Based on the studies I've seen, they say to do the neck check. If it's above the neck, then lighten the workouts but still do them. If it's below, then you need to rest. Also if you have a fever you should not workout either. Both the latter two can lead to more problems if you push your body.

I would suggest using other measurements with your weigh in. Like measuring your waist and hips and thighs for example. There are weigh ins where I have no loss or even a gain..but have dropped several inches. So even on those weeks I have something to celebrate. Gives a broader picture of how I'm doing as well.

I do both. I make sure any force workouts (trail running, biking on steep hills, etc) and weight lifting are spread apart with rest days in between to let my muscles recover. I have some cardio and long workouts thrown in that are less intense but work on improving my heart and endurance. Both have their benefits.
