Lots of nephews and nieces + wedding party = ?

Between the two of us, we have 11 nephews and nieces - I have 3; he has 8. We want them all in the wedding because, well, you can't very well pick and choose. It's proving quite difficult though.
Option 1:
5 flowergirls - ages 2, 5, 6, 7, and 8
1 ringbearer - age 5
3 ushers - ages 11, 12, 13
1 scripture reader - age 14
Reason it works: nobody feels left out
Reason it doesn't work: 5 flowergirls seems a bit excessive
Option 2:
3 flowergirls - ages 2, 5, 6
1 ringbearer - age 5
3 ushers - ages 11, 12, 13
2 greeters/ rice girls - ages 7 and 8
1 scripture reader - age 14
Reason it works: cuts down on flowergirls
Reason it doesn't work: my nephews and niece end up as rice girls and ushers and my mom sees this as them not really being a part of the wedding party
Option 3:
3 flowergirls
1 ringbearer
3 junior bridesmaids - ages 7, 8, and 14
3 junior groomsmen - ages 11, 12, 13
Reason it works: all the kids are in the wedding party
Reason it doesn't work: I'm not too keen on junior bridesmaids/groomsmen and neither is my fiance
Which one do you think would look the best? Any other possibilities you see?

So many kids! I'm not sure which one would work best... what if you had one of the flower girls walk down with the ring bearer? That doesn't really help with the numbers and it isn't traditional, but it balances it a little more.
I would vote for 1 or 3 so no feelings get hurt, but do all the nieces want to be flower girls? Maybe they would be interested in having a "special job" whether it is a rice girl or something else. And then you could put their names in the program (if you're having one) and have them announced into your reception (if you're doing that), so they feel more special? If they do want to be flower girls.. I have no idea, I'm sorry! I'll think about it some more.0
