I'd go into your GC settings and change the option to indeed alarm on non-movement, and set an alarm.
Sync that over to device.

Now you've made the settings match somewhat it's doing already.

Now change GC settings for alarm off, you decide on movement reminder.
Sync those across.

Sometimes many devices respond well to having the settings changed to the state they already appear to be in.
And then turning them back to desired.
