I just figured out that if I go to the site through google on my phone, it will allow me to send requests but it won't through the app. Try that and see if it works.

I have an issue with adding people. I haven't tried it on my laptop but I know my phone won't allow me to send requests and a few times it wouldn't even let me approve the request.
