You need to focus on one at a time. If you have a lot of fat, I'd say cut first to lose some fat then bulk but if you are average size you could bulk. You cannot grow muscle at a deficit. You can get some small gains if you're new to lifting but usually if you're losing, its hard to keep muscle, let alone grow it. You need…

The goals MFP automatically sets are generally low - especially if you're not working out everyday. I would set your own custom goals to a reasonable amount of calories/macros each day. But no, I've been tracking for a year, I'm on 1800 calories a day and I'm still always hungry.

1200 calories is crazy low unless you already weigh <120 lbs and then you probably don't need to lose weight. I don't trust the goals set in MFP at all. Create your own goals!
