You can cut whenever you want, but usually people do it for a few weeks to months at a time and follow it up with a bulk. I do disagree with someone above though. When you cut you will lose muscle mass....you can cut very slowly which will lessen the lose but extended cuts do result in lose of muscle.

Depends on how much fat you are going for. Eggs are high in healthy fat....four whole eggs is close to 16g of healthy fat. One serving of peanut butter is 17g of healthy fat. I suggest coconut oil over olive oil. Plus what is your fat goal? Do you have a specific amount of grams you are shooting for?

As long as you are hitting your caloric goals everyday you are fine. Carbs are your bodies source of energy so it def is not a negative. Generally I shoot for carbs to make up about 45% of my daily caloric needs.
