If you're stationary when you're using your kettlebell then it's weight training. Which is good, muscle burns calories when you're not working or as opposed to cardio that pretty much only burns calories while you're doing it. Do weight training then do a comfortable level of cardio

If you do that much cardio do 5 days of weights. Don't focus on a time limit. Do 3-4 different exercises before cardio. And mix it up, like one day focus on arm based moves, then legs the next day and so on. Building muscle evenly will be the most effective

It depends on what your goals are. Usually it's suggested that you do 4-5 days of weight training plus cardio. Kettlebell training is amazing for working your entire body.
