Do you think it's best to do the workout in the morning or the evening?

I'm a 21 year old from Belgium. Height: 5'4" (164cm) Current weight: 141 lbs/ 64kg Goal weight: 123 lbs / 56kg Just new to this site, so I'm still figuring it all out.. :)

my goals are: 1) to run at least 30 km / week 2) do some sort of exercise everyday (running, rope skipping, cycling,...) 3) my ultimate goal is to go from 64kg to 56kg , but i realise i might need a little bit more time to achieve this one ;)
