5'4" and 110lbs is very low on the weight range. I highly recommend weight training, lifting heavy weights. You may need to eat more as well. Also, are you sure it's belly fat, and not skin. I eat every few hours. Portion out your snacks ahead of time. For example, weigh and measure your nuts/cheese/whole wheat crackers/fruit/veggies, etc. You're less likely to over eat if it's already portioned out.

Thanks! I'm 5'4", and in November, I was about 155. During my weight-loss, I was eating between 1500 to 1800 a day, but I was also nursing still, so I definitely needed extra calories.
