Is your main goal only to lose weight? I had similar issue couple years back but I wanted to tone up as well. Without enough calories and protein my body wasn't able to repair itself and build the muscle so I ended up still having thunder thighs but really skinny up top.

Carb cycling has worked great for me. Keep with low calorie but in days I'm more active I enjoy more carbs days I'm less active I don't. Tricked my body into not knowing what's coming so it would just burn everything instead of hold onto the weight.
