Unfortunately you can't target weight loss in a specific area. You can definitely start lifting in an effort to retain lean mass in your legs while you lose weight and that should help with your goal. However, your body in a deficit will lose fat from where it genetically is programmed to.

Biking and swimming are definitely good options. If you can walk-do so slowly but at a high incline. This way you are burning more calories and taxing yourself without adding speed.

I ask myself this all the time. While starvation mode isn't real, your body does get more efficient with fewer calories if you underfeed it, so a lot of these people will end up with a much lower maintenance calorie range after dieting.
