Exercise!! I have found that working up a good sweat, getting my blood flowing, challenging my body and mind with new types of workouts (boxing, yoga, running, calisthenics.....) works wonders. Three things helped "tone" my inner and outer thighs quite noticeably: jumping jacks, jumping rope and yoga.

I also think running is helpful for toning thighs. I also noticed a difference in my INNER thigh area when I added jumping rope and jumping jacks to my workouts.
