My MFP is also not syncing the steps from my Samsung Gear3 watch, same issue as OP. This is a bit frustrating, as there seems to be a ticket for FitBit but not for the Gear3/other trackers. I'm unsure if they are aware that other health trackers are unable to sync steps?
