Scale error. A while ago I was able to measure scale error, you'd be surprised how much it is for a typical bathroom scale. I spent 3 years as well, I lost 28 kg. One of the hardest things I've ever done. I slowly regained 26 kg over 4 years. Apparently I was "on a diet" through those 4 years. You seem to have things figured out so my suggestion may not be that useful, but decide the number of days you're at your plateau before reducing your intake.

Unless you enter your data into a spreadsheet and take a 30 day average I'd forget the body composition scales. I've done that, the number fluctuates all over the place.

There are photos where you can guesstimate your body fat percentage, use Google Images and search for body fat percentage.
