Start a weightlifting program. It doesn't have to be major. Just start a 1/2 hour workout, 3 days a week. If you can't get to a gym, buy some resistance bands. Start light and work your way up. Adding muscle helps you lose body fat..

Since you are working out. One thing you can try is a scale that also measures body fat. If your weight is the same and body fat is decreasing, that is a good thing. Body fat readings on scales may not be very accurate but if I am losing % every week I count that as a win.

Don't get to freaked out about BMI. BMI is a flawed measure, especially if you do weight lifting. BMI is an inaccurate measure of body fat content and does not take into account muscle mass, bone density, overall body composition, and racial and sex differences.
