I graduated high school in 2007 and we were required to take a milk before the wonderful lunch ladies would let us even leave the line. Most of it ended up in the trash while everyone went back up and bought an iced tea or something else.

That's pretty limiting... But you could try low-sodium canned soups (you don't *have* to heat them up), a veggie salad (he could add tuna or canned white chicken?), peanut/almond butter & bananas/celery/carrots, beef jerky, granola... It's not really a structured lunch menu, but he could put a few different things together…
