Cellulite is simply fat with a different structure. If you lose the fat you will lose the cellulite. Keep doing what you are doing (recomposition) to maintain weight, build muscle, and burn fat. It is a very slow process at your body weight but it will happen. Patience grasshopper.

If losing WEIGHT was your only goal, you could achieve it by hacking off a limb. Not recommended. If losing FAT is your goal, it sounds like you're doing the right things. Muscle is sexy. Forget the scale.

Don't get hung up on accuracy of the actual BF%. Concern yourself with consistency of the method, the trend, and (in the case of calipers) actual skinfold thickness. Are you sure you are 17% BF? What method are you using to measure? That puts your LBM at 138 lbs. Hard to tell from the profile picture alone, but from your arms, shoulders, weight, and height, I would guess your LBM to be greater than 138 lbs.
