Walmart just just came out with a new line of racer backs (Danskin I think) I bought one in every color (like all 6 or 7 of them!) and I was actually able to get them in a L not in an XL which floored me....but they are kind of baggy and get bigger towards the bottom of the shirt, but they have a draw string to cinch them…

I am a 38DD as well, I typically wear a regular racer-back bra, then a compression racer-back sports bra then my racer-back tank. Hoping as I continue on this journey those DD will drop to a nice full C!
