How do you target trouble areas if you can't spot reduce fat?

My workout is usually 2 miles on the treadmill at a speed of 4.0 and incline of 11. Some days I do more, some days less. Then I'm doing Level 3 of Jilian's 30 day shred also.

I do have a food scale and I've been weighing everything. The only mistake I can think of is that I eat some of the calories I burn because I'm starving! So, I get 1400 calories a day to start. I usually earn 500 or something like that. I eat about 200 of the 500, for example.
