It would be nice if every week was like the first, but it's just not going to be true. You've lost 5 lbs in 3 weeks, 1.5+ lbs per week. That's very good. Keep working at it, don't get frustrated. You are doing what you're supposed to be doing.

what kind of protein powder did you buy? If it's whey, you should use it right after a workout. If it's soy (ummm--there is some hostility on this issue and some would recommend throwing it away), other proteins take longer to process and you can take any time of day.
