Define a bad diet. Someone that regularly runs long distances will be eating significantly more calories than someone who doesn't train at all. Exercise will be the difference.

If your BMR is 1100 and you burn an additional 400 working out how are you planning on losing weight if you eat more than 1500 calories?

If your BMR is 1500 and your TDEE is 2000 that means you have burned an additional 500 calories through activity. Whether you eat 1350 calories or 1750 calories your body is still at a deficit for the day. By your logic eating 1750 calories won't give your body MINIMUM it needs since your net is below your BMR. Why does the body generate energy by burning calories from fat if you go for a walk but will get this energy from your muscles to perform it's daily tasks? I'm not convinced it does.
