I think your TDEE may be wrong so you are not deficit. Sorry - There is no other reason Calories In - Calories Out 3,500 deficit per pound you want to lose

You need to be deficit to lose - 3,500 = 1 lb that is 515 per day You choose - either excercise it away or eat less most people do a combination. Weight lifting also maintains your muscle mass so you look good too.

It is not confusing you will lose weight either way If you pick your goal weigth to base it on then you wuill lose faster but be very hungry If you pick you current TDEE then you will lose a little slower be less hungry but have to readjust this as you lose
