you answered your own question !!! if you lift things and your bicep looks how you want them to look... would that theory not work for tricep? try some close grip bench press, tricep pushdowns, and dips.

In reality, there is not a whole lot you can do to target one spot for fat loss. You could combine more cardio, with resistance training to add tone there though. Could you be a little more specific as to what part of your arm? tricep, bicep area?
