Have you tried low-carb diet? I mentioned this above but you didn't respond. I ask again b/c it really works for me with that problem area, and might help you as well.

You're not going to lose the weight if you eat back the calories you expended. You have to create a deficit.

Have you tried a low-carb diet? Low carb diet helps me lose weight in my upper body (chest, back, shoulders, upper arms) very quickly. Cardio dance class, and some work with light weights has always helped me tone my arms.
