I always pre-log my meals. I make sure to take away or add foods to hit my macros and still stay under my calorie goal (or close to it). That way, I can't ever go over or under too much.

You can still eat at a calorie deficit and still gain muscle while losing weight. You do not need to eat at a calorie surplus to gain muscle.
