Too few calories can cause your body to go into starvation mode. Your body says OH CRAP! and hangs on to whatever it can, since it thinks you are starving.

I agree. You gotta do barbell squats. Not only do they work your glutes and quads; they work your whole body as you start lifting more and are very much tied to growth hormone release (think more muscle/less fat). But, if you need to do something NOW maybe try single leg.
