It depends on how many calories your treat is and how many calories you're burning during your run. If you burn more calories during the run than the treat gives you, then your body has to get those extra calories to burn from somewhere else (e.g. fat stores). I think you have "surplus" and "deficit" confused. 3500 calories is the equivalent of 1 lb. Safe weight loss is about 1 lb per week, or 500 calories per day. This is doable, for instance, by cutting out 250 calories of food (about a latte) and exercising for 250 calories (about 1 hour of walking) every day.
