Cheap long jeans the spot is Wal mart. I'm 5'11 and all legs they aren't always my most favorite pair in the closet but at least I don't look like i'm waiting for a flood and it's summer so capri's are another option.

Do you have a JC Penny's near by? I shop the clearance area and use a $10 off $50 coupon and can usually get a few outfits for my $40. Got a very cute summer dress for $1.97. Crazy. My girlfriend faced the same problem. She now fills up a 32 oz cup with ice water in the morning and sips it throughout the day at work (with a straw) .
