I personally like to weigh myself every morning, and then enter it into a spreadsheet. I don't pay attention to day-to-day fluctuations, but rather look at the overall trend. Welcome! One thing I'd strongly recommend is setting yourself defined goals that you want to achieve within a specific timeline. I think eating snails for the first time did it for me. The texture...uuurgh. When my gran got a new microwave years ago, she heated up a pie for my grandad in it - however, she thought it was pretty much the same as an oven, so heated it in there for 8 minutes. It was so hot it burnt his tastebuds off his tongue.

If you're looking at heavy lifting, a good place to start is stronglifts.com They have a program which works you up from being a complete beginner to developing your core and building functional real world strength. You can get the program for free, and there are quite a number of people on here who swear by it.

The problem is that it's very difficult to estimate the amount of calories that you're burning during strength training. Yeah, I do this on the 18th of each month (day I started). I take a front and side shot of myself wearing just a pair of boxers. It's quite motivating when you look through them and see the size difference over the past few months. I may post them once I've reached somewhere close to my goal weight :)

Yep, after. If you do it before, you won't have the energy to do your weights at the intensity you need to in order to tear muscle fibers and actually build muscle (or less reps / sets than you would after doing HIIT). If you can do them on different days or leave a bit of a break between them it's even better.

I'm 5'3" and my initial goal is 70 KGs (154 lbs). I'll look at adjusting that as I get closer to my goal weight though (and dependent on how my strength training goes - a low body fat % is more important to me than a scale number).

Also, cardio does still burn calories afterwards. I read some research recently that after cardio the subjects had a heightened RMR for up to 24 hours afterwards. I tend to eat back some of the exercise calories, but not all. I also go by hunger. If I'm not hungry, I don't eat them.

A healthy rate of loss is up to about 1% of your body weight, so unless you weigh 3-400 lbs, losing that amount per week is not good for you. I'd suggest setting your goals to a2 lb per week loss and eating the calories that MFP suggests for you.
