Well it's certainly possible, lol. It was a bit confusing for me at first too, but if you can find your dashboard you set them all up there. I have an iMac so the icon is in the top toolbar, i just click fitbit.com dashboard and they all pop up (or after you put in your email & pw)

I got my fitbit yesterday too (the flex) and I have it set to do 10,000 steps per day, calories 3500, 5 miles per day, 30 minutes of very active minutes and sleep I'm going for 8 hours. Of course, I'm not sure if I'll keep these settings, but that's what I'm working towards. I already have 6,000 + steps, 1600 calories…
