I've always heard first thing in the morning after using the bathroom and completely naked, before you eat breakfast. Apparently, it's the most accurate measurement of weight during the whole day. :)

According to something I read somewhere a few weeks ago, Its best to do 30 minutes of cardio first, then do weights.
