It is, but would only be healthy is you have 75+ lbs to lose, losing too fast will lead to a large % of the loss coming from lean muscle, if you don't have a lot to lose.1 -

Even to gain muscle you don't need a lot of protein while in a caloric surplus, but you do need to lift progressively heavier to give the muscles a need/reason to grow.1 -
