The vast majority of women will experience an increase in water weight in the week leading up TOM. Some will stay off the scale entirely during that time so they don't get discouraged.2 -

Start with lightly active and eat the 1620 plus a portion of your exercise calories. Evaluate your loss over the next 4-6 weeks and if you lose faster than expected, move up to active.2
