Am I Ready To Bulk?

Hello ladies, I am a real newbie to the health & fitness world and need some advice from people more experienced than me.
I've managed to lose 18lbs in the last few weeks and I am now 10st 13lbs and I'm at 31% body fat.
I would like to reduce the size of my arms and trim my belly a little bit more but I would also like to grow my glutes (and not lose too much fat back there).
I'm not sure how long I should keep 'cutting' or if I should start focusing on building muscle (arms, abs & glutes) which requires upping my calories 'bulking'??
Any advice would be greatly appreciated, like I said I'm really new to this so please drop your knowledge on me ☺️☺️☺️

31% BF is too high to bulk, as about 50% of the weight you gain will be fat on top of what you already have. No reason you can't maintain a deficit and also work on strength training to maintain the muscle you have. Try a compound lifting routine, like starting strength or Stronglifts 5x5.0
